AGA Superko Rule not followed?

I think in AGA games the Superko rule is not being followed correctly.

The rule should allow the same board position if the other player is next to play, but it does not.

This demo board shows the problem:


white should be able to retake at f1 but is unable to due to a repeated board position, even though a different player is to play in that board position.
