lately seem to have some communication issue. cannot seem to be able to talk neither in chat, pm friend, in game…nothings appear to work.
can it be caused by my internet setting or somethings?

He’s implying that you’ve been banned from chatting due to trolling, insults etc.
True or not you need to talk to a mod about it, if it’s a mistake then they’ll remove the chatban.

It is not a mistake and you know it 
you have been chatbanned after repeated insults to other players, even after being warned twice. If you wish to discuss your case send me, or another mod a PM here on forums.
