In the AI competition that’s going on right now they have Chinese rules and give komi like this:
黑贴3又1/4子,当白先弃着时黑多贴1/2子的
So black gives 3 and 1/4 stones and if white passes first black give 1/2 more? Or something?
Why it’s like that and what implications does it have?
Is it like the same old Chinese rules but if you fill instead of passing, you lose a point?

This makes the rules feel a bit similar to AGA rules with white needing to pass last, as far as I understand the AGA rules anyway.
Basically this equates to 6.5 point komi for black, but if white passes first black gets 1 extra point.
