How's this corner scored?

Following a discussion on OSR. Either player can start the ko, but their opponent gets the first capture. If neither player elects to play the ko, is this then a seki?

It’s also worth noting that neither side can force a seki from this position with one move, but they can do with two – Black by making the bulky fives at C1 and A3, and White by filling out a square with B1 and A2.

Perhaps the rules would assume this, a “seki by agreement”?

I think it is a ten thousand year ko. The players could chose to start and fight the ko, or they might convert it to a seki.

I think, if neither plays any more moves locally and they both pass, then it is considered a seki under Japanese rules.

Is it scored differently under Chinese rules or AGA rules?

Under Chinese rules C3 is a point for black.
