It means only opponents within 3 of your rank will be able to accept. IE if you are 20k, then 16k people and 24k people will not be able to accept this challenge.

I have question about this. For example, if I am 20k and I set automatch to -5 to +3. Will that find an opponent in the 25k-17k range or 23k-15k range. Is it the same for dan rankings?

minus always means weaker and + means stronger
In your case, you would pair with 25k-17k
the same settings used my a 6d would pair with 1d-9d
