The white stones at the top are already dead. White cannot save them. By playing H7 instead of G8, White sacrifices fewer stones. If White plays G8, the size of the dead white group increases and Black gets more points.

But why are they dead? They are alive in the finished game.
Because Black made mistakes too. I marked a variation in which Black plays correctly and the white stones die.
