Open some tournament with rank restriction. Assuming your rank is NOT within the restriction, you cannot join the tournament. However, you could still join that by inviting yourself to the tournament. See the example link https://online-go.com/tournament/4270 (rank >1d), I just invited myself into the tournament but my rank is just about (12-15k).
