You can download and install APKs on Android without using the app store, you just have to disable the setting that prevents non-Play Store installed apps by default.

You can sideload apps with development tools on iOS, it’s just a bigger pain because iOS is a walled garden (or a walled dumpster, if we’re willing to mix my opinion into the metaphor.)
