The note on figure 1 defined an end configuration as one where every intersection is controlled by one of the two players. Odd number of points: no draws

I just glanced at it, though; maybe they imply seki is allowed elsewhere, in which case it again wouldn’t make sense

There is no possibility of seki, and players are not allowed to pass. The game stops as soon as every intersection is controlled by one of the players (even if some stones are in atari like in diagram 3 of figure 2).
If the board situation is like a seki then players have to continue, and one of the players will eventually self-atari.

So the game which is presented is not exactly go, it’s a go variant whose rules are simpler (?).

For instance, here the game is not finished because many intersections are not controlled:

So Black has to continue playing, for instance by filling his eyes, until we get to this position:

Now Black has no choice but to self-atari the smallest group. White will capture it:

Now the game is finished. White has 47 points and Black has 34 points, so White wins by 13 points.
