Excluded from ladders

Give people a better path to resign from ladders. Right now you lose all ladder games if you withdraw, which affects not just your ladder rank, but also your rating. Make a withdrawal count as losses for ladder purposes only (no rating change), but continue the game as a free game for rating purposes.

I had a suggestion for how to handle ladder withdrawals a bit cleaner:

Current implementation and issues: When a player withdraws from a ladder, they automatically resign all of their ongoing games in that ladder, which is usually undesirable. The workaround is to play out those games, while canceling any new challenges. However, this has the drawback of potentially giving a bunch of people free climbs up the ladder.
