It is a small seaside village (you can see it in the back of this photo):
and as I said, it doesnāt usually look like that photo I used for the meme (I was very lucky to be there and get that photo), but it is usually nice enough:

Someone first has a spontaneous idea, then searches and find an image or animation to use (often using a meme template), OR sometimes they first see an image (or animation) that triggers the idea.

Then they add the text to it, either on some meme-building Web site (there are lots out there), or some image editing app. (I for one usually use Photoshop.)

I personally use Meme Generator - Imgflip
They have all the most popular templates, or of course you can add your own images, and adding text is quite easy, as is sharing in various formats to various mediums.
