If you let white play 4 times without black answering, white can capture black.

but HOW should W play 4 times if suicide is not allowed? I only see a possible maximum of 3 times.

Key is that white doesn’t play at Q19 (or F9 on the 9x9), but keeps it open as a liberty for it’s own stones. As fourth move white plays the 1-1 and takes away black’s last liberty.
