I’ve had a look at some earlier tweets, it appears they are all in the same professional study group. Guess this is just a study game then.

The comment from Hirata 7p says that it is from a study group. The discussion seems to be whether capturing the black dragon on the left side is bigger than the failed ladder on the center of the board. Hirata says he favours white.
