If you want to make sure that no one plays twice in a row, then flip a coin (1d2) instead of a 3-sided die.

Heads (or a 1) would give the next turn to the next person on the list, while tails (or a 2) would give the next turn to the previous person on the list. The list would wrap-around at the top and the bottom.

Sorry, but I can’t resist the pedantry …
In general, if you have N players, number them with 0, 1, 2, … , N – 1.
Roll a 1dN (and subtract 1) to select the first player.
Then after each turn, roll 1d(N – 1), add that result to the ID of the current player, and take the remainder after dividing by N (i.e., the modulo N operation, which is like wrapping around on the list).
