Basically what the title says, is this allowed?
If I understand well, that is another player comes and help you, it’s against the TOS.
I don’t think that’s even close to what she’s asking.
I don’t see a problem with soliciting support on the behalf of another player, but that probably depends on what the issue is and if the other player would even want help.

They do, but that’s why I’m asking mods, I don’t know what’s the right way to navigate this.
I guess some mod will come sooner or later

I am also not completely sure what preciesely you mean. If you want to report a game even though you are not the one playing, then of course do. Feel free to report pretty much anything you feel is wrong, we are happy to have a look. Never hurts to check 
I do not see any pending report from you, so hopefully all is fine?
If you mean helping a player with his/her game against another one (giving pointers) then that would of course be frowned upon, unless some special circumstances
