This mode already exists on chess.com.
Its where one team votes for this move, then highest voted move is played. This leads to lots of discussion and lots of learning. I think it would be great to see on OGS.

While it does sound cool, it would be very niche and take a lot of development effort. I think a better way would be for someone to write an application that links in with Twitch and the OGS API to enable this functionality.
Python is a pretty accessible language and could definitely do this - go be your own hero! =]
