The wiki doc says Cancel button turns into Resign after both sides moved. But that’s not what I see. I just started a new game and I got white. The button is already the Resign button after my opponent’s move 1.

OGS really needs a better filtering interface. I don’t want to play opponents who are completely new on the site (almost no finished games), because I have no way to know their true strength. But there is no way do apply such a filter before a game is created, so I have to rely on cancellations, even though I feel it is a bit rude.
