I’m back to OGS after a while but what happened to the bots like Spectral and BadukEllington?

Bots are run by members of the community that set them up and hook them into the system somehow. Those independent administrators are essentially donating their computing resources to run those bots, and they can choose to shut them down as they wish.
For the specific bots that you mentioned, it seems that their accounts still exist, even if they might not be active. You could inquire with the person listed as their administrator about more specific details of why they went offline.
