The description for C uses very informal language, while option B description maybe correct for 1 deeper variation, it is mis-leading for other variations.

Looks like option C is better now.
For option B, it is Black’s choice at that moment - does he want the outside? If so, choose A or C. If he does not want the outside, he should choose B. The variations where Black takes the outside after B are not considered joseki and he should have already made his decision to take a different outside variation - if he wanted an even result.
You are still right that it isn’t so clear but I think it is in line with conventions used throughout OJE. We could use some kind of user guide - and of course are open to suggestions to improve any phrasing whenever you see it.
