I just want to know why handicap is disabled during elimination tournaments. It is very discouraging to play against someone with 15kyu higher rank than me.

You could start your own tournament where you can set handicap and rank restrictions. You need to be a member of any group and start the tournament from that group.

One problem with handicap tournaments is that the player who has the most misleading rank will win. Which is a bad incentive.
