How to always allow and always demand to allow people to download game SGF files at any time?

I study in one of the best universities in the country I live. And in this university, all my colleagues use different browsers, with clean settings, every time they will use a university computer for a second time.

But this seems pretty niche and IMO requires a solution at the browser level (since these users are likely running into this issue for all sorts of websites)
