It’s not clear what “chance” you are referring to, but if you mean “you are allowed to be reported for cheating or other problems more than once before being suspended” this is already how it works.
I think you are wrong. At move 71 you passed, so your bottom group is effectively dead. White plays G1, then J1. There is no need to play it out on Japanese rules. So there is no cheating.
When you resume game it is white turn because you undo white last pass.
so would he not think he is the lucky one that I would not capture him and pass?
so that I can use katago secretly and think I was the lucky one because he would pass and no report?
the double pass was the way to ending of the game, which is the knowledge in the tutorials on this site.
However, the misusing of this rules give him the chance to cheat/misdirect me
It is legal to make a move to misdirect the opponent.
If you missed the opportunity to capture the group it is your problem.
You can use any legal rule, including the stone must on the small cover.
This is cheating.
you would not say the misdirection (however legal)is not cheat.
If I am just want’s to win, there are so many ways, but he mark my stones dead and refuse to end the game, you can ask me why I dont kill the stones, its because the challenge should not use any way to made me think the game was at end, it is cheating.
Just say that if I give up the game he would give me money., this is impossible.
But if I believe that and give up, could you say that he is not lying or cheating?
talking with oppoments is also legal. you can ask me why you give up the game
I think you have not a clear understanding of the end of a game.
At move 71 your opponent would normally play a dame and then you would end the Ko by capturing his stones. There was no dame left for him to play, so he passed. Then you missed to capture the stones and passed instead. After your pass he can capture the Ko again.
I can not say anything about the marking of the stones, because this it not in the record of the game. Maybe an admin can say more about this.
In general …
If your opponent marks alive stones as dead, use the autoscore. If necessary, repeat this action.
And if this all doesn’t help, report your opponent.
