FYI, group admins can now turn on handicap for their ladders. This has the side effect of making new tournaments in the group default to handicap as well.
These are the groups I’m aware of that have turned on handicap:
- Handicap Arena, with Japanese rules and handicap
- New Zealand Ladders, with New Zealand rules and handicap
