You’re right. It seems to be related to respecting/honouring Switzerland for the Geneva Conventions (specifically the 1949 version). Geneva is a city in Switzerland.

It is in Japan, else internet trolls would be likely to book a plane there and all have the exact same type and colour of luggage and test the waters.

That would probably make it too obvious that they needed to look extra closely at the tags. Probably better to have a few pairs of duplicates here and there
