It appears that no one took offense to the title. The block was an automatic function that was instituted some time earlier due to an unrelated event.
However, in today’s world, I wouldn’t be surprised if someone did object to “Perimeter System” as a title that intimidates. The term refers to a Soviet automated defense system that would guarantee “mutually assured destruction” (i.e., nuclear apocalypse). There is reason to believe that Russia still employs this system.
The system is a techno version of a “dead hand” bomb threat, an idea that goes back at least to Joseph Conrad’s 1907 novel, The Secret Agent.

I guess we can’t say Hitler started a war or committed a genocide, so the reasonable conclusion from the data that’s left is that he’s gotten an unfairly bad rap (using synonynms of “war” and “genocide” would be clear blacklist evasion )

Now, if you literally meant “someone”, then no I wouldn’t be surprised, but I wouldn’t have been surprised in the past either. You’ll always find someone to be offended by anything.
