Off topic means that a comment in a post is not relevant to what the topic is about.

OGS has a help function, which is called Documentation and FAQ

Officially - the “Off Topic” channel is for any conversation that is not about Go.

Actually - English is used for many topics that are not about Go, and OffTopic is used for conversations which everyone agrees are so far off topic that they are not OK for English

Help is for asking questions about using the site.

The boundaries between channel chats are not completely rigid.
By reading what people talk about, you can have a good guess of what you can write there.
