But TBH I’d need to know more, e.g. about bandwidth—if that would be REAL good, it might really make sense to do a co-operative effort of, say, 15 neighbours to have a network that is independent of DSL/cable internet providers (which all fail irregularly but too often out here).

The neighbourhood plan is a good one, if your houses aren’t too far apart it may not be too hard to set up… Keep an eye on it as it’s brand new tech, as they get the network more established and more users connected the price is expected to drop. How much though I couldn’t say.
