Player withdrew from ladder before resigning

Hello, I just finished a ladder game here http://online-go.com/game/1036112

and noticed that I did not move up the ladder. After some wondering, I found that it was because the player withdrew from the ladder before they resigned the game we were playing. Is this by design, or is there some error?

When a player withdraws, they resign all their ladders games.

… sorry, I meant to continue: but it does not affect the ladder position.

is this supposed to happen when they resign from the ladder unwillingly too?

You mean if they time out? No, in that case, they don’t resign their games, and in fact, can use them to get back to close to their position on the ladder by rejoining (and winning).
