Playing with Provisional Ranked player

I’m trying to play a ranked game with “foote1” who has a numerical rank of 1150 (11.9k), while my rank is 954 (15.8kyu). When I challenge him, OGS replies with the message that I can’t play a ranked game with a player ranked more than 9 difference in rank. How can this be???

Did you give a handicap, like you did in the unranked game?
Note that you should be black and using the handicap stones, the reverse as what happened in the unranked game.
