Your question is challenge accepted, in which case I think it’s impossible for the opponent not to be here, so my answer is 10 seconds.
If I accept the opponent’s challenge, I will wait 30 seconds.
Some players accept a challenge and directly move on (meaning leave that page) to something else (forums, another game or challenge, something other than OGS).
You can do both, aren’t you? There should be an option " Create another game challenge while waiting and either delete first game when second game is found or delete second game challenge, while still in a process of finding a game, if opponent started playing normally."
This means that he has been there, but he has left.
In this case I think it’s his personal problem and I wouldn’t want to wait.

Oh wait we are talking about this scenario:
- I set up challenge
- opponent accepts
- opponent doesn’t move (because they have decided to browse the forums instead)
Rather than:
- opponent sets up challenge
- opponent goes to grab tea while waiting for accepter
- I accept
If so, then the former seems like bad behavior. I’ll still probably wait roughly the same amount of time in either case, but may report the former
