If your are kelth then your internal rank is changing (see left column of game history going from 69k to 34k), but all ranks below 25k are displayed as 25k on OGS so you don’t see it. Keep winning and you’ll climb out of the 25k pit eventually. Or just make a new account.

So, it finally got updated. Hour ago it looked different.
Your answer is correct if kelth was asking why his rank hadn’t changed for the 7 games he played from the middle of the 4th of November until writing this post on 5th, but had changed for games earlier on 4th of November. But given “My rank won’t change no matter how many ranked games I play.” I don’t think he was asking that and I interpreted his question as asking why his rank hadn’t changed on the longer timescale of dozens of games going all the way to the start of the 4th of November and then even earlier to June.
Hence my suggestion to make a new account starting around 7k, rather than climbing up from 60k, boring yourself and your opponents in the process.
