For live challenges, it’s up in the top left box, but not in the management pane.
This is because having it in two places was causing hassles.

I assume you could just set the handicap as if it was a regular two players game in which each player would have a glicko ranking equal to the team’s average.
I’ve also seen some people point to a points system used for handicap too.
Players who have held amateur titles receive 9 handicap points. Players who have represented their prefectures in amateur title tournaments receive 8 handicap points. Other players receive handicap points as follows:
7D→7、 6D→6、 5D→5、 4D→4、 3D→3、 2D→2、 shodan→1、 1kyu→0、 2kyu→-1、 3kyu→-2、 4kyu→-3、 5kyu→-4、 6kyu→-5
the handicap points of a pair are the total of the two partners’ handicap points divided by two.
・Examples of handicap-point calculations for pairs
A’s points 6 4 5 2 -3
B’s points 2 1 -1 -4 -4
Pair’s points 4 2.5 2 -1 -3.5
※A and B are the partners in a pair.

However the other possibility is that this game was a large strict mode challenge, in which case a moderator may have started it to get it moving and convert it to casual. Typically the moderators will check in the challenge chat before doing that…

There is a confirmation button, at least on the beta site.

Edit came back, they disappeared. Got a 3d player instead.
Since the person is unranked it may be a new member who has no clue what he’s doing.
This brings forth my somewhat unrelated rant about people who open challenges/ accept challenges just because it’s the longest / biggest game / tournament / rengo but have no actual wish to play.
If they join a large enough rengo match, they might not have to 
As creator what i can say is

This player joined like 12hrs ago
The rengo was announced as 1move/2d for active players. It started a few mns later as soon as you joined as 4th player.
Last: my partner who has to play first move is not yet online (but he has 2 days to do it.)
The player who resigned is not a beginner snd played some games already.
The other similar case (issa) some hours ago was related to a contributor to the site with a ranking already (see a few post up on this)
Note: i opened one more casual 3d/move, and 2 classic absolute 4weeks and fischer semi quick
