Under Chinese and AGA rules, komi for 19 x 19 is 7.5 whereas komi for 9 x 9 AND 13 x 13 is 5.5. Shouldn’t komi for 13 x 13 be 6.5? 
I’ve tried to manually make komi 6.5, but that’s not possible for ranked games.

There is no difference between 6.5 and 5.5 komi when using area scoring. I think it was explained here:
I can’t really remember, but it has something to do with there being an odd number of intersections on the board, and thus the difference of the two players’ points is always odd, and this leads to one point difference in komi not always making a difference.
