You see, I would have just taken not being a bad sport for being a good sport, and I suppose I would then be one of the people “excessively” giving a thumbs up.
As long as it remains optional I don’t think this would result in any additional escapes, why escape when you can just ignore it?
Given the effort already invested in implementing this / thing, rather than continue to spill more pixels sharing why so many folks feel this is a bad idea, I think you may have pointed us to the best solution…

Writing in the game chat that your opponent is a good sport is to me worth more than clicking a button. In the first case the player has to put an effort into wording your message; in the second case there is just a button (and why not click it).
To me the good/bad sport button doesn’t add a significant surplus value (if any at all).
I think you underestimate the silent animosity living in a place where people on the other side consistently pose threats daily, like it’s nothing, and even claim to be friendly to you, and everything they do, including firing missiles at you, is for your own benefit. Some might tolerate sitting for a game without interaction but the moves, but interaction that can get recorded, is a whole other matter.
Oh sorry, I misunderstood what you said. I thought you meant people would skip games to avoid rating someone else, but I realise you meant they would skip games to avoid getting rated.
Ya, you can ignore it, but you don’t know your opponent will ignore it, and you know the data is collected , and no clear picture of what is the consequence of getting accumulated bad sport points in the system? You also don’t know how many of your fellow countryman who might already did it or will do it in the future, they might already retaliated regardless what you choose.
It is prison’s dilemma, and the equilibrium is often both betray either other (since the chance of getting a positive one is likely very low), thus my first prediction of this become a signal of flagging both sides in conflict or in high geopolitical tensions, or simply avoid the interaction entirely by escaping when getting auto match to any of them, or getting stressed out evetime you play a game.
