In this game at move 28 I was only allowed to pass after an undo request of my opponent.

Would a pass ever violate a ko rule, I guess that would be possible for situational superko?
I think some superko rule formulations stipulate that it had to be a play on the board to be forbidden by superko.
Basically distinguishing a pass from other legal moves.

Actually I was about to accept the undo.
But I think it’s a different type of bug if you couldn’t place a stone by clicking the board, vs simply not having an accept/reject button show up.

So you passed in game because you couldn’t accept the undo. That makes sense.
The alternative reading of the OP is that the board wouldn’t let you submit a move, no clicks/taps worked, and the only option you had was to pass.
