What is the Leaderboards metric based upon?

This leaderboard page, https://online-go.com/leaderboards, ranks users.

Not clear what the metric is. Obviously not rank (kyus are above dans). I suspect total number of games, but there is a decimal place (perhaps European number format). Also several entries have 0.00

Are these stats for any game or just ladders or tournament?
Just for active users?

P.S. I know how hard it can be to document anything or everything. So not meant as a criticism
