I’d be interested if there is actually a rule in place for this. Usually you’d counter this strategy by playing the clock, i.e. the side whose moves are being copied has of course more time left and can let it run down while the respective opponent waits for the move to copy.

A small trivia. Games between players from America and Europe could be played at any time (I think they might’ve meant different continents in general but ok). As long as they notify referees at least 2 hours prior. So referees had night shifts to catch and organize games at night.
