I find it ironic that you essentially enact the constitution by creating a loophole allowing you to prepend half a book to the existing ruleset.

Easy!
I make a HHG dictionary, called “The Dictionary of HHG”.
I assume you are using this dictionary for your definitions.
In this dictionary, all words have the same meaning as in the Merriam-Webster dictionary, except “cannot” means “can”, as defined by the HHG dictionary.

Alright, it seems the candidates have spoken, and we have three nominees for frolicker. We can now start the general election.

This election has the format of Instant-runoff: that means that you do not just vote for a party, but (in this case, with three nominees) you give a second vote for a different party that you’d have voted for in the case that the first party were not joining the election.

To find the winning party, all 1st votes are counted, and the party with the least number of votes is eliminated. Those who voted for that party will now instead vote for their second choice.

In case of a tie between the winning parties, this election will have no result, and no frolicker will be selected.
