This comes from the rules linked on the website, I assume. The implementation on this variant allows for a wide range of configurations (players are assigned a primary colour and optionally a secondary colour). The rules description takes this into account and as a result, it may come across as a bit vague.

Yes and no. For the capture rule, both colours require having liberties. Ultimately it’s intended to be a competition between team black and team white.
