It is the right side slide-out panel in games. You can set a delay so it does not bother you when you just accidentaly move your cursor over.

About the "Dock"

A bunch of (hopefully) nice little interface changes have just been rolled out. One change you will notice is that the “Dock” now does not pop out straight away.
