I remember GoTV at least used to have an option to use OGS chat, rather than twitch chat.
However, I’m not seeing it at the moment. Was this removed?
If no, is it just something the streamer needs to opt into?

Sadly, yes.
It just wasn’t getting much use, and the streamers couldn’t see any of the chat from there unless they were on the GoTV page. So it just makes more sense to just use the Twitch chat

Some might even find that a plus in some cases 
Assuming of course one has or wants a twitch account in order to chat.
Still fair enough I suppose - maybe it can come back due to popular demand some day
